HDC owns and/or manages 3,400 apartments, providing housing that is safe and affordable to those with lower incomes, focusing on seniors, families, and individuals living with disabilities. Serving nearly 5,000 residents in 72 communities located in urban, suburban, and rural areas across Pennsylvania, Delaware and Maryland, HDC builds hope and opportunity for all residents to reach their full potential by creating, preserving, and strengthening affordable housing communities.

HDC MidAtlantic is a charter member of NeighborWorks America, a network of nearly 250 nonprofit organizations across the United States, including the District of Columbia, and Puerto Rico. Network organizations serve diverse populations in large and small, and rural and urban communities. Organizations are rigorously assessed against various organizational, financial and board governance standards and must maintain certain standards to remain within the network. The network focuses on collaboration through peer sharing and ongoing professional development, so each group can improve and the community development field as a whole can benefit.
HDC MidAtlantic is a member of the Housing Partnership Network (HPN). HPN is a network of 100 top-performing, high-capacity nonprofit housing developers, owners and financial institutions throughout the United States. As leaders in the field, HPN members have built a network and a group of innovative social enterprises that deliver powerful results for the people and communities served. Through the network, members leverage collective talent, market power, and business innovation to achieve more together than could be done acting alone.
HDC MidAtlantic is a Certified Organization for Resident Engagement & Services (CORES), by the Stewards of Affordable Housing for the Future (SAHF). The CORES certification recognizes affordable housing owners that have developed a robust commitment, capacity, and competency in providing resident services coordination in affordable rental homes. SAHF is a nonprofit collaborative of exemplary multi-state nonprofit affordable housing providers who own more than 140,000 affordable rental homes.
Every voice matters. At HDC, we are committed to raising up resident voices and opening doors so that residents can actively participate in the democratic process, speak out on issues important to them and their communities, and communicate how policies affect their everyday lives. We believe it is important to make the time and space to listen, and to support resident leaders in effectively using their voices. We support resident advocacy opportunities through our Resident Academy of Leadership & Inspiration, Voter Registration Drives, and holding constituent meetings and tours with elected officials.

Wendy Smith serves as the Vice President of Property Management, responsible for the overall strategic direction for HDC’s management portfolio and the organization’s largest staff team. Previously, Wendy served as Asset and Operations Manager for a leading real estate firm based in New York City which owned over 11,000 affordable homes. Since 2008, Wendy has held roles in regional level operations for commercial and for-profit housing agencies. Wendy holds a degree in International Studies.
