The Apartments at College Avenue is in the City of Lancaster, PA, in the West End neighborhood at 213 College Avenue on the site of the former UPMC hospital. Phase One of the development will not only provides a unique and rare opportunity for new affordable housing but ensures that everyone can participate in and benefit from the transformation of the West End at College Avenue. Built in a vibrant, diverse, mixed-income part of the city that has been subject to considerable investment by local businesses and organizations in recent years; the community represents a true area of opportunity for low-income residents, adding 48 one-bedroom apartments and 16 two-bedroom apartments. Twelve apartments – 8 one-bedroom and 4 two-bedroom apartments comply with Americans with Disabilities Act design standards.
The community’s surroundings are primarily residential, with nearby single- family dwellings and rowhomes, senior and multifamily rental communities, medical buildings and other various community services. All essential community services are within 2.0 miles of the site, including (but not limited to) grocery stores, banks, pharmacies, restaurants, shopping centers, discount retailers, major employers, public schools, day care facilities, recreational areas, gas stations and convenience stores. The site is notably within 1.0 mile of downtown Lancaster, which contains abundant community services and serves as commercial/cultural hub.

Wendy Smith serves as the Vice President of Property Management, responsible for the overall strategic direction for HDC’s management portfolio and the organization’s largest staff team. Previously, Wendy served as Asset and Operations Manager for a leading real estate firm based in New York City which owned over 11,000 affordable homes. Since 2008, Wendy has held roles in regional level operations for commercial and for-profit housing agencies. Wendy holds a degree in International Studies.
