HDC MidAtlantic was excited to cut the ribbon on the latest phase of The Flats in Wilmington, Delaware in March. Flats IV adds 52 affordable apartments to the neighborhood—making a significant impact on the lives of the individuals and families who found a place to call home here. This new development represents a nearly $17 million direct investment in the local economy.
HDC celebrated the grand opening of Flats IV alongside our trusted partner, the Todmorden Foundation, the Delaware State Housing Authority, representatives from the City of Wilmington, and the US Department of Housing and Urban Development.

Rents for this new affordable community range between $336 and $1,181. The development is designed to serve households earning between $17,846 and $49,500, or 30%, 40%, 50% and 60% of the area median income. This community includes studios, one-, two-, and three-bedroom apartments, and 11 apartments are fully accessible.
“Fifty-two households are settling into this community, and we’re thrilled to welcome them home,” said Dana Hanchin, President & CEO at HDC, at the ribbon cutting. “As we all know, the need for affordable housing is great here in Wilmington, throughout the state of Delaware, and across the country. We are proud to work in partnership with the Todmorden Foundation, expanding affordable housing opportunities, improving the quality of life, and advancing revitalization efforts in the West Side of Wilmington.”

Wendy Smith serves as the Vice President of Property Management, responsible for the overall strategic direction for HDC’s management portfolio and the organization’s largest staff team. Previously, Wendy served as Asset and Operations Manager for a leading real estate firm based in New York City which owned over 11,000 affordable homes. Since 2008, Wendy has held roles in regional level operations for commercial and for-profit housing agencies. Wendy holds a degree in International Studies.
